FWIW, I have not yet performed an upgrade from F31 to F32.  However, I would 
like to note
that on an install of F32 from Fedora-KDE-Live-x86_64-32-20200228.n.0.iso and 
subsequent
updates I have

[egreshko@f32k2 etc]$ ll nsswitch.conf*
lrwxrwxrwx. 1 root root   29 Mar  7 15:17 nsswitch.conf -> 
/etc/authselect/nsswitch.conf
-rw-r--r--. 1 root root 2215 Feb 28 19:41 nsswitch.conf.bak

and nsswitch.conf.bak does contain

hosts:      files dns myhostname
