"wheel" is allowed sudo access by default.  What did you change?

This install now invokes rawhide. After installing tried to use sudo with the assigned user. Received the message the user was not priviledged.  In a root terminal added the

user to wheel. Still not allowed. "visudo" showed a comment character on the wheel entry. Put the user in as (ALL) ALL now had priviledged access.

Did you re-login the user? That's the only way to update the active groups. Or "su - username" in a terminal will update the groups in that particular shell.
