Hmm, if this was a general issue openQA testing should have hit it, but it appears not to. For instance, https://openqa.fedoraproject.org/tests/3955260 - you can see in https://openqa.fedoraproject.org/tests/3955260/logfile?filename=serial_terminal.txt that it booted initially with shim 15.8-3 then updated to 16.1-2 and rebooted, and the overall test result shows that this worked fine (the test would have failed if the reboot failed). The post-test UEFI status check also shows everything is fine - https://openqa.fedoraproject.org/tests/3955260#step/uefi_postinstall/5 . So this has to involve the firmware or keys or something somehow, I guess. The fact that you can reproduce it is good, though.
