I've upgraded a number of hosts from 44 to 45 (specifically 4) and
struck the same blocking issue on all upgrades. The cause was the
admin-tools group, that blocked the upgrade.
Solution was to remove the group:
sudo dnf group remove admin-tools
Then after the upgrade reinstall the removed components:
sudo dnf install gnome-disk-utility setroubleshoot
system-config-language
Outside of that it all just worked (except on 2 hosts I had to also
remove hexchat for the upgrade to work).
