Here are my comments and editorial changes (minor corrections) in that
order, to Dr.Kepa's update of the Transaction Compliance and Certification
white paper.

General Comments:
--------

1. There is quite a bit of repetition about avoiding having to repeat
testing if you go through certification.  It was about 3 times in Subtopic
1, same # in Subtopic 3, of Background section for example.

2.  Testing for certification seems to be equivalent to "beta" testing if I
understand it right.

3. Many people will be nervous to use production data to test with the
certifier, without a good privacy procedures and policies in place before
testing.

Editorial (typographical and minor grammatical) changes:
-------------------------------------------------------

1. The last sentence at the end of the page 3, "Even in the best trading
partner test scenario... making it impossible to test using trading partner
data.", the word 'impossible' can be replaced with 'very difficult'.

2. The last sentence before "Business Drivers" section on page 4, "The
continuous testing of the production data stream, ... pretiodic
re-certification of the basic HIPAA compliance...." should mention "due to
changes and addenda or newer versions of the IGs" or it will be an overkill,
if nothing changed and you need to be recertified.

3. In paragraph 2 of page 6, of Subtopic 1 of "Background" section, the word
"will" before "culminate in compliance certification" should be changed to
"may".

4. Page 7, the "Certification" step in the flow-chart, seems like beta
testing to me, as I mentioned in my general comments.

5. Page 8, 2nd oval representing certification is again like beta testing to
me.  I know I am repeating.

6. Page, 12, paragraph 2 after the bullet items, the sentence, "This sub
workgroup presents information that its members are aware of, and was
obtained without conducting surveys" shoule mention that the information was
provided by the different vendors.

7. Page, 12, Subtopic 6, 2nd paragraph, the word "the" before "transaction
compliance testing product or service..." in the 2nd sentence may be changed
to "a".

8. Page 14, Subtopic 2, End of the "Assumptions" should end with "of
testing" after "types".

9. Page 18, 4th sentence form the bottom, the word, "methodic" should be
"methodical".

10. PAge 19, "Value in Accepting" section, 2nd sentence, "If instead if.."
should be "If instead of...".
