John, I totally agree with Steve that these are 3 huge issues for HIPAA transactions implementation. But, are they really a "testing" issue versus a "gap" issue. Certainly these issues should have been identified, addressed/resolved prior to the start of testing?????!!!! One of the goals of testing would be to verify that in fact these gaps had been correctly addressed.
Thus, my question is - is the testing WG the appropriate group to deal with these issues or do they truly belong to another WG, transactions, for example?
