Hello everyone,

Sue and I wanted to take a few moments and express our concern as to the
recent email topic of the Testing and Certification White Paper and the use
of this listserv.  First, the only manner in which the white paper gets
updated is through consensus of the Testing SWG and all of its members.
Each and every iteration of the paper has been emailed to all members of
the listserv and comments have been discussed during our meetings.  The
group agrees as a whole as to what should be included in the white paper
updates.  We try to make a concentrated effort to ensure that no one on the
conference call or the listserv has any major disagreements with the
content of the paper and are open to suggestions/ideas for improvement.
Once it has consensus of our group, it is then escalated to the
Transactions Workgroup co-chairs and then to the Steering Committee.  They
also help ensure that we remain on track and as neutral as possible.

The participation level in our Testing SWG calls has increased
significantly in the last few months.  This is GOODNESS for our group and
for the industry.   We do our best to listen to everyone's views and
opinions and use group majority consensus before publishing a new version
of the paper.  We truly believe that the paper continues to improve with
each iteration and that it will continue to do so.

However, the paper is only as valuable as those who contribute to it. We
would like to express our thanks to each and every person who has
contributed to the paper itself and the thought processes behind each
update.  We, as co-chairs, need for this contribution to continue on an
ongoing basis.  Because of this, please offer up any ideas that you may
have for the improvement of the paper or for any other subject matter.
However, we need to focus on the issues facing us and not on any personal
opinions on what has happened in the past.

The bottom line is that if you have suggestions for improvements in any of
our endevors, please bring them to our attention.  However, stick to the
issue itself and how we can resolve it or develop best practices to assist
others in its resolution.  The knowledge and experience that is contained
within the members of our group is crucial to the success of implementing
HIPAA and its regulations across the industry.   We need to continue to use
this synergy to assist the industry as a whole.  As a result, if you do not
agree with something that is in the white paper, join our group and make
your opinion known in a polite and professional manner.  We are more than
willing to listen.  That is the only way this group will succeed in its
mission.
