Herb

Well said and my pico cent to the debate.

There is no Right or Wrong. The rational understanding is that verification, testing, certfication / third party assessment & compliance (in that order) is a probabilistic, more than one equivalent process, in an non deteministic environment with error rates and costs which have to be decided by the enitites in line with their business / performance norms.

It seems to me there are a couple of assumptions around certification in
this discussion that I will attempt to capture here, and invite comment from
the list:

(1) Certification is provided by services that themselves are not
certified against any set of industry defined standards with regard
to what constitutes appropriate and full test criteria (number and type of
scenarios tested, expected outcomes, etc.), and operate from within
their own interpretation of the law, the Implementation Guidelines and terms
like "appropriate usage". Thus, those criteria and interpretations may vary
significantly between certificatio services.
(2) A Covered Entity that wishes to require that a potential trading
partner be certified by some service prior to trading partner testing has
an obvious interest in knowing, in advance, what that service's criteria and
interpretations are, and should make their own determination as to
whether or not that service meets their own internal standards and
interpretations before requiring potential trading partners be certified
with that service.
(3) Once a decision is reached after evaluation of the items in (2)
above, a Covered Entity that wishes to require prior certification of
trading partners by a service should have clearly defined Return on
Investment calculated, prior to making that decision, based on
existing (if any) internal testing requirements that are not certified by a
third party.

I offer this, not to argue whether or not certification is a valuable step,
but to provide a framework for organizations to understand what they are
getting versus what they expect to get by using/requiring a certification
service, and then make their own determination as to whether there is value,
based on facts and quantifiable benefit.

Additionally, by focusing on the process, perhaps we can raise the level of
discussion, and not risk further loss of participants in the listserv- which
I personally find valuable and professionally enriching. Thoughts?
