Please do not run tex -ini directly.  Use "texconfig hyphen etex"
instead or just texconfig.

BTW., tex itself in not patched to support any other hyphenation
patterns than English.  It's better to configure etex accordingly.
You can then use pdfetex with the new hyphenation patterns as well.
