If you use latex it is obsolete now.  Maybe it is still useful for
plain tex.  If you write new latex files, please type
`texdoc grfguide' to get the user manual of the graphics package.

No, that are files needed by dvips, but psfig.tex is used by tex.  Thus
it must anywhere where tex searches for files, i.e. texmf/tex/generic.

If you only want to compile a few very old files it might be better to
put it into the directory where these files are.
