This *isn't* the right place for such a question ... but nevertheless
there's an easy answer, which is easily found by using the Google
search engine (http://www.google.com/) with keywords:
TeX to HTML
and clicking on `I'm Feeling Lucky'. That gives:
TtH: a TeX to HTML translator (http://hutchinson.belmont.ma.us/tth/)
It's written in C (rather than Perl, as LaTeX2HTML is), and is easy to
compile (or you can download a pre-compiled binary).
