teTeX-1.0 supports multiple texmf trees. When generating bitmap font,
mktexpk first looks from which texmf tree the source comes from and
tries to install the bitmap font there by default.

If, however, the font source does not come from a "system's texmf tree"
(that is defined in texmf.cnf), the font will not be installed into the
default texmf tree, but into the current directory.
