[tex-hyphen] new sphyphb.tex

Hi,
I am the author of sphyphb.tex which is an alternative
set of hyphen patterns for Spanish.  I have also made an
UTF-8 version which I attach. The package is composed of
       hyph-es-a.tex             UTF-8 patterns
       loadhyph-es-a.tex      (edited loading file)
       languages_piece.rb   suggested patch for languages.rb

I hope that these patterns could be included in the hyph-UTF8 collection.
