I am not sure I understand you correctly, but try
\def\allowhyphens{\nobreak\hskip0pt\relax}
\def\hyph{\allowhyphens\dicretionary{-}{-}{-}\allowhyphens}
and `configure' the \dicretionary command for what you need.
