It /can/; but more usually it contains a list of words that would be hyphenated incorrectly were the patterns the only source of guidance. Nonetheless, \hyphenation {Iamaverylongandsillywordthatshouldneverbehyphenated} is syntactically well-formed and valid, and would inhibit hyphenation for the "word" therein.
