There are no derived files of the hyphenation pattern files in TeX
distributions; just the pattern files themselves, that do of course carry their
own copyright notice.

Of course they have to download the files themselves, or get a copy on DVD.
The files are included completely unaltered in TeX distributions and not
combined with any other files.
