Sorry about that "feature".  PMX's page numbering is handled with
\atnextline{...}, which apparently gets confused when there is only one
system per page.  There's an easy way around this with inline TeX, but I
couldn't figure out how get the bar number on the first page without
inserting a dummy page at the front of part 2:
