The ciphering is rather odd, the usual thing being a 5 over the flat -> a
minor accord. Addition of the otherwise dispensable 5 is usually dictated
by the procession of the voices, for example a 6 going to the 5. For an
alteration of the 5 the flat would have to be on the same level.
