LaTeX is taking exactly \textwidth times \textheight as body of the page. Anything else, like \headheight, \headsep, \footskip, is stuff around which may shift the body of the page, but it won't affect its size. In TeX, to my knowledge, the job is done by \hsize and \vsize which give
the dimensions of the whole page, including all heads, margins etc. (which do not exists as precoded entities in TeX but are coded in LaTeX by means of macros).
