I am afraid that with PMX the limit of 12 staves is a hard limit. But in
raw MusiXTeX almost anything can be done --- cf. the example with 15
staves (by Werner Icking himself!) at
http://icking-music-archive.org/software/musixtex/add-ons/partitur.ps.gz ,
the source being
