Thanks to Cornelius for his comments. Independent of that, I solved the
problem. I inserted a command \usepackage{etex} into the latex file (please
don't ask me to reconstruct where I got that idea, much less explain what's
really going on here). Now when I compile with elatex it is evidently
working with expanded capacity.

This still some mystery here. I'm not sure how one goes about 'choosing the
"etex/elatex" configuration'. In my (default) MiKTeX options, under "TeX
formats", it says tex and latex were compiled with TeX, while etex and
elatex were compiled with e-TeX(Extended Mode). As I said above, when I run
elatex it works. If I run with latex, I now get an error message saying that
I can't \usepackage{etex} unless I'm running etex in extended mode. Bottom
line: when I installed MiKTeX 2.4, the default configuration  most assuredly
does NOT use e-TeX. I do seem to get the extended capability for this latex
document, but only after including \usepackage{etex} in the source, and only
by compiling with elatex.
