You could try Apple's "Mac Programmer's Workshop" -
http://developer.apple.com/tools/mpw-tools/ for a C compiler for MacOS 7.

Alternatively, OpusTeX 0.84 includes a Perl script version of opusflex. Perl
can be found at http://www.perl.com/download.csp#mac - I used that version
under Windows for quite some time. 

Unfortunately, I think the Perl version of opusflex was dropped in OpusTeX
0.92 which may limit the second option's use!

Would anyone have an opusflex binary suitable for a 68k classic Mac using
Mac os 7.6.1?

I'm restricted to transferring files by floppies at the moment, but that
won't be a problem if there's a pre-built binary out there.

I know its unlikely, but if you don't ask...

Otherwise could anyone recommend a C compiler?
