I can't answer your first question about where to put such an indication 
properly. Setting it below a staff, however, can be done with 
\zchar{-4}{tacet}, for example; the negative number in the first 
argument tells MusiXTeX to put the text's baseline that many times the 
internote distance below the staff baseline. (In fact, \uptext just
calls \zchar a similar way.)
