It's part of the Windows/Unix convergence process.  Just as modern
Linux systems get more and more of a Windows look and feel (including
the need for the occasional hard reboot) so the Windows systems 
get more and more of the underlying Unix design (including administrator
accounts, symbolic links and bash-like syntax in .cmd files).  That && 
has been in Unix shell languages as long as I can remember.  It was not
a .bat feature but I think it was in .cmd from the start.
