I found a font lcirclew10 in my MiKTeX installation that has quarter-circles in 4 orientations and various sizes. The TeXperts might be able to work out a scheme for combining two of these characters to give a semicircle. That would avoid having to use METAFONT. They have rounded ends but that might not be bad for the intended use. This font also has full circles in various sizes.
