First of all, I think you mean 7 staves, not 7 systems. But you're right,
the extra space doesn't occur if there are fewer than 7 staves. As you
probably know, when there are 7 or fewer staves, the default vertical
spacing rules are different; the staves  are bunched together toward the top
with extra white space left below, whereas with more, the default is to try
to distribute them equally over the full height. And these rules all get
changed yet again with the option Ae (which I always use), which never
allows the last system to spill over to the next page, and which  equalizes
the space between the top lines of each system (not the total height of each
system). So we'll be magnanimous and call this a feature. 

 

Now to solve your problem: When you use the default vertical spacing with 7
or fewer staves, one way you can get more space below a title is to replace

To put extra vertical space between the  title block and the top system you
can add a two digit number to Tt. However this seems only to work if you
have 7 or more systems following the title block. How can you add extra
space if you have only 1 or 2 systems?
