As far as I know, the definition of \treblelowoct has not been changed at all for over 10 years, through version T.99 to T.115beta. I often patch them privately from (-7, -2.3) to (-8, -2.3) too. I think It's a good opportunity to change it in the next fixed distribution of T.115. "\raise -7\internote" or "\kern -2.3\Interligne" is based on CM Text Italic font (cmti), so they might be calculated with not only \internote and \Interligne but also unit em and ex to adapt other fonts (tmr, efont-serif, etc.) or \smallmusicsize.
