The question here is part of the larger, more basic question "What are the rules determining when the notes and rests in a bar need to be subdivided if it were not otherwise necessary?" So far in this discussion I haven't seen any hints of a supportable answer, and I sure don't know the answer. I did look in Read, and found some discussion about using beaming to clarify some aspects of metrical subdivisions. But beyond that I didn't see much on this subject.
I'm attaching a page on rests typeset by our patriarch Werner Icking. He does give a reference to a book by Chlapik, which I don't have. But while the example implicitly touches on how measures should be visually subdivided, it doesn't list any rules either.
