latency on the web cannot be forecasted or set to zero. It is related to
too many factors.
Even enhancing at the top the one of your PC/MAC (i.e. good soundcard, fast
bus, much ram, etc) you cannot control your connection and neither the
traffic on the application.
As a rule of thumb, skype or zoom are filled with traffic because they have
millions of users. A less used application would be less affected, but it
will have also a weaker infrastructure.
Moreover, everybody is subject to the network availability on his own
connection, thus depending from providers, network nodes, routers, hubs and
whatever is in the middle: we are talking of milliseconds that may be
important.

A No latency solution is technically impossible: a low latency solution
could be done with a private connection (for example, a cable straight
between two computers): once you go on the internet it is like going on the
highway, you can never forecast traffic with precision, even when you got a
Ferrari and you go at 3am you could get into a traffic jam.
A low latency solution could happen, with a great hardware and a very good
connection. However music information is heavy, if you need it at a
satisfying quality (even mp3 128), and a delay of 200-300 ms would be heavy
on your ears.
