In the end I found another solution which doesn’t involve the use of lmodern,
and seems to do the right thing.
Now that I understand what the problem is thanks to your comments, I searched
for possible solutions,
and one of the suggestions out there is to add a definition for the cm series
tt font in bold to the default fonts using
\DeclareFontShape{OT1}{cmtt}{bx}{n}{<5><6><7><8><9><10><10.95><12><14.4><17.28><20.74><24.88>cmttb10}{}
Then I could switch things over using the following Css command:
\Css{.cmttb-10x-x-109{ font-family: monospace; font-weight: bold;}}
This resulted in an html version of the document containing properly bolded tt
fonts, and also proper definitions of < and > characters.
I would be interested in tour opinion of this solution.
