This is because the <default> htf font path in tx4ht.env still has "iso8859"
as the first entry which we can safely change to "unicode" as given below:

i~/tex4ht.dir/texmf/tex4ht/ht-fonts/iso8859/1/!
i~/tex4ht.dir/texmf/tex4ht/ht-fonts/ascii/!
i~/tex4ht.dir/texmf/tex4ht/ht-fonts/alias/!
i~/tex4ht.dir/texmf/tex4ht/ht-fonts/mozilla/!
</default>
This fixed the problem in my tests.
