Do we really need \href{https://www.tug.org/tex4ht}{\nolinkurl{tex4ht}}? Is it
not \href{https://www.tug.org/tex4ht}{tex4ht} the correct format?
\nolinkurl{...} as per hyperref documentation is meant to print URL without a
link.
