$ gcc -DHAVE_DIRENT_H -DKPATHSEA -lkpathsea tex4ht.c -o tex4ht did you put the binary into place in the tl tree?
trying to use it from some separate location will surely require lots more configuration (that i don't have any recipes for ...). that's my first thought.
