Follow-up Comment #1, bug #279 (project tex4ht):
as far as i can imagine, the \par should be included in all such sectioning
commands, and it's just a bug (probably due to the code duplication) that it
isn't. i.e., someone reported the bug to eitan, he fixed it in some commands
and not others ...
