It seems that Dvisvgm has some issue with the idv file.
Your situation seems to have moved on, but if in the future you have another document that makes dvisvgm fail, it can be reported to its author. There is no great need to "minimize" the example, what's needed is the DVI that induces the bug. --thanks, karl.
