Details:

The default table that tex4ht produces has small padding in table cells. I
wanted a little more space.

So I tried this

\documentclass[12pt]{article}
\begin{document}
\ifdefined\HCode
   \Css{ td { padding: 10px; }}
\fi
\begin{tabular}{ |p{3in} | p{3in}|}\hline
text
&
text
\\\hline
\end{tabular}
\end{document}

Compiled using

make4ht -ulm default foo3.tex "htm,mathjax"

but the table it produces has partly extra row with edges cut of. It is all
wrong.  It should have one row.

Is there a way to increase padding of tables generated by tex4ht without this
problem?

I am using TL 2020.
