Incidentally, I've dealt with these environments few days ago. Your request
prompted me to test the support and add it to the sources. I've also added the
ODT support.
It should be available in TL soon. You can test it using the attached
csquotes.4ht file and config.cfg:
make4ht -c config.cfg -f odt mwe.tex
