Follow-up Comment #2, bug #584 (project tex4ht):
I've just pushed the configuration file for Tabularray. I was able to add
support for column and row spans, background colors, alignment, and simple
rules.
In your example, you use multiple rules between columns and rows. This is not
supported, as this feature is not supported in CSS, and it would be too
difficult to handle
