Thanks for the report and the provided fix. I was able to reproduce this issue
if I used the Babel package multiple times in the document.
Actually, you don't need to use \RenewDocumentCommand\:babelfont, the
\ProvideDocumentCommand version suffices.
I've uploaded the fix to TeX4ht sources.
