Hi Chet,

Your example works on the updated system; links are correct with and
without footnotes. So, I am afraid it would be best to install the new TeX
Live.  The new version will be released on March 8th, or you can install
the testing version, which can then be updated to the regular version:
https://www.tug.org/texlive/pretest.html.

It is possible that the update will also fix your math issues. If the issue
persists, it is best to send them separately, ideally once I fix the
previous issue. I don't work well when I am overwhelmed :)
