It turns out the UT server was temporarily down. Everything
works now.

I couldn't get that URL to work, although this

That starts to download for me, but gives only a tiny, unreadable
file. Maybe that's because I don't have a UT electronic ID. You
can get to the UT Library card catalog entry by searching for OCLC
