This is a quick recap of what occurred at the regional on Saturday.

 

Meeting began at 0900 hours.

There was no reading of the minutes as Mike brought the wrong computer.  The 
minutes of the Spring mtg will be read at the next regional.

 

The financial reprot was read and approved 

 

As Chairman I determined that the current wording of the constitution 
concerning majority votes was vague, but I believed the intent was to be a 
majority of the votes cast by those present at the mtg was required for a 
motion to pass.  This meant that the motion and vote held at the Winter 
Technical Mtg to support proposing to host the 2013 NSS Convention was a valid 
vote and the motion did in fact pass.

 

There ensued considerable discussion over the almost total lack of support for 
this motion by those present on Sauturday.  Steve Peerman announced that he 
would move at the next regional meeting to rescind the original motion passed 
in December.  By announcing this at this meeting, the motion to rescind will 
only require a simple majority vote at the next meeting.

 

Of the members present only one individual spoke up in support of hosting the 
2013 convention.

 

I then Exercised the option of the Chairman and proposed a motion to amend 
By-law Two of the constitution.  The last sentence of By-law Two currently 
reads "Unless otherwise specified in the Constitution or By-laws, a majority of 
the vote of the members present is necessary for the passage of any motion".  
My proposal was to add the words "cast by" and remove the word "of" so that the 
sentence would read: "Unless otherwise specified in the Constitution or 
By-laws, a majority of the vote cast by the members present is necessary for 
the passage of any motion".  Motion was seconded by Steve Fleming.  The vote on 
this proposed change will occurr at the next regional meeting.

 

Two locations were discussed for the Labor Day Regional:  First was the Malpais 
East with Fort Stanton being a backup location if it can not be held at the 
first option.

 

During the item on Bat counts I announced that we counted approximately 4500 
bats at Yellowjacket Cave on Wednesday May 26th.  This is a large number for 
May.  We also counted bats at Billy The Kid Cave on thursday the 27th.  Over 
the last two years we have counted approximately 30,000 myotis velifers exiting 
the cave.  On thursday the count was zero.  This is alraming and we will 
investigate to see if we can determine why there were no bats flying from the 
cave on that night.  BLM has been notified of the lack of bats.

 

Guests introduced at the end of the meeting were Patrick Mercer, a biologist 
for the Sacramento District of the Lincoln National Forest (LNF) and Quentin 
Hays a Wildlife Biologist under contract to the LNF.  Patrich had gained 
approval of the route that we were going to take to the cave. 

 

Upon closing of the mtg we prepared to set off for the cave.  While Patrick had 
gained approval for us to use the proposed route, the roads had not beenn 
driven.  Along the way we found that there were several trees down across the 
roads and some of the roads were very heavily eroded.  We eventually came to 
the insurmountable obstacle in a large pine tree across the road coupled with a 
deep dip in the road.  We had already been advised that if a bat was discovered 
in the cave we would have to stop any further activity.  Seeing as we were 
approximately three miles from the cave it was decided that all but four of us 
would turn back.  Continuing on to the cave would be Bob Rogers on his four 
wheeler to help ferry equipment, Newt Peterson as our other caver rep, Quentin 
to identify the bats and Patrick as he had been to the entrance before and was 
the FS representiive on site.  When they reached the cave they found 
approximately 20 bats in the dome over the guano pile which may or may not have 
been Townsends.  Quentin took photograps of the bats and a guano sample was 
collected for testing.  Upon leaving the cave it was discovered that Quentin 
had no ascending gear with him so he had to use Bob's to get out of the cave.  
All personnel arrived back in camp around 6 PM.  At this time the cave must be 
considered as closed until after the nursery season which would make the next 
trip a September or early October trip.  Saturday evening was a typical 
regional night with thunderstorms and rain.  Most of the cavers left Saturday 
night or Sunday morning.
