Well... The intent here is to just ask people to keep their eyes open, not to put anybody in harm's way. And people may notice things when driving by or whatever. Each person can of course make their own decision about what is appropriate action for them. But putting the information out means people know to watch more carefully, if only to protect themselves and be cautious.
Some of us wander around at night regularly, or at least in the dark....
