It probably sounds like a 'stopgap' solution. But the city would (or *might*) postpone gating and restriction of Airman's with a nice warning placard:
"Here be a significant and scary cave. Not recommended for beginners. No one has died here yet. Don't be the first. Contact local caving groups (listed here) for preparation and training if you are not sure what you are doing. If you have to be rescued you will be charged for being rescued.
