Exactly that has been done in Madagascar. I made three
caving/paleontology trips there in the early '90's, and it was common for
people to make their own iron implements (like plows, wagon wheels, knives,
spear heads, etc.) from metal they dug out of dumps. Madagascar is relatively
poor in mineral resources, but it was a French colony for over 50 years. The
French, being typical rich Westerners, threw out all manner of useful
materials. The extremely poor people of Madagascar are now recycling it to
their advantage.
