They typically close the interstates to southbound (or inbound) traffic when the hurricanes come to visit. All lanes are then used for evacuation traffic. I'm not sure how well it works since somewhere along the line you have to neck all the traffic back to two lanes, but then I'm not a traffic engineer. :)
Doing much of the drive at night, I did confirm my belief that most of Louisiana is best viewed in the dark..
