My apologies, this is a lengthy response, please indulge me. šŸ™āœļø

I did shoot the photo and likely every photo taken with William in Blowing. In 
fact, almost a decade of photos of Blowing and numerous other caves in S Austin 
and Hays Co. that William and I worked in. I suspect the photo came from one of 
a few sources within various COA departments that William and I worked with. 
William & I produced several reports on various caves located on COA Water 
Quality Protection Lands. Those reports are property of the COA. 
I think we’re all pretty much aware of how info gets convoluted over time (even 
among caver reports & stories😊) and then there are always staff changes within 
any bureaucracy. I’m happy to contact the few folks who are still with the 
departments that know about Blowing Sink & our work. I’m also happy to contact 
the Public Info person and put them in contact with someone still in those 
departments who knows the accurate info. 
Many of those city staff folks who knew have now retired and new folks don’t 
know where to even look for accurate documentation within their departments. I 
feel confident that the person contacted by Ken Herman was scrambling to get 
ā€˜any’ info and was probably put on the spot to do so. 
We really can’t expect the non caving community to know the information, unless 
they are a caver ā€˜in the know’ or they know the appropriate department staff 
person to contact. A Public Info staff person isn’t the right person to contact 
about Williams Preserve at this time because since it’s renaming & after 
numerous meetings I’ve had with City Council & staff, the Preserve is under a 
couple of different departments and between those departments they’re trying to 
hammer out responsibilities, possible usage & preservation efforts going 
forward. Currently there is a lack of clear info and direction for Williams 
Preserve.

On an upbeat note, 
I spent nearly 1  year working to get another COA Water Quality tract renamed 
for a person who also gave so much to the city and yet it only took 1 City 
Council meeting to have the Blowing tract renamed for William and his 
invaluable knowledge that the COA gained through all of our efforts on the COA 
lands. That is Unprecedented and Hooray for cavers.
 Now there are several cavers working for the city to assist with cave efforts 
and provide accurate information about Austin caves.
