I'm not sure why it's not included in the ginormous texlive build ... but
note that for F18, I actually made a quick-and-dirty package of
biber+dependencies in a private repo:

I'll add F19 packages to that repo today.
It would be good to get biber reviewed for Fedora -- note that there area a
dozen or so perl dependencies that need to be reviewed first, and I'm not
really a perl programmer (just used
http://fedoraproject.org/wiki/Perl/cpanspec to generate bare-bones RPMs).
But if anyone is interested in helping me push this through the Fedora
review process, I'm willing to file the initial review bugs.
