Use the instructions from
http://www.texmacs.org/tmweb/download/sources.en.html
Download
TeXmacs-1.0.7.2-src.tar.gz
Put it in tmp
type
tar -zxvf TeXmacs-1.0.7.2-src.tar.gz
type
cd TeXmacs-1.0.7.2-src
type
./configure
%tells you what is missing, install what you need using Ubuntu tool synaptic
type
make
type
sudo make install
%you need to be a superuser

So it seems to me that it would be better to tell Ubuntu users to go
directly to
http://www.texmacs.org/tmweb/download/sources.en.html
rather than mentioning debian ...
