Also if the file name includes CJK characters, texmacs could not open it. this 
problem occurs on Ubuntu, MacOS and Windows.

Actually it's not only that letter. Any of "á é í ó ú ä ö ü" do not work for 
me. Are you sure it's not some swapped step in all the 
encode/decode/encode/decode/escape/etc. that's taking place?
